Second, I am puzzled as to what this means concerning the majority in the UPC who have and watch TV, myself NOT included. In the twenty plus years I have been attending a UPC church I have yet to recieve any written instruction, recommendation, mandate concerning television.
Lastly, KP do not mistake my comments as being pro television en toto. The same people who say they "don't have time" a funds to bear and raise offspring often spend untold hours absorbing junk. We live in a selfish age.

DA is correct that the articles of faith do not give a prohibition for saints, and there is a reason -- the AOF have no authority OVER the saints. The UPCI is a ministers' organization. It is clear, however, that when an organization "wholeheartedly disapproves" of an activity, they want its members (the ministers -- who ARE under the prohibition against television) to establish that prohibition for THEIR members (the saints).
As to your second question, I, too, am puzzled. The biannual affirmation statement clearly states that I, as a member of the UPCI will abide by AND PREACH what is in the Articles of Faith. How men can sign this and then not do what they pledge to do is beyond me. As harsh as it sounds, I call that LYING.
Lastly, I make no assumptions concerning your personal feelings on the subject. I was simply trying to answer your question.
