It sure is and that is why I'm not going to talk about it.
You won't change my mind. The one step makes no sense. For one, Peter "commanded" Cornelius and his household to be baptized. He was true to his message on the Day of Pentecost because all three things took place - Repentance, Holy Ghost infilling and baptism.
There is rarely anything mentioned that stands alone. For instance, His blood was shed for our remission, but we have to repent and be baptized for that remission. God always makes his part available and hopes for our obedience.
