Historically speaking, the gifts fell out of use early on. I suspect partly because of so called heretical groups and peer pressure.
The Montanists were a group lead by a self proclaimed prophet who claimed to be the Spirit incarnate. He may have been considered Pentecostal or Charismatic by today's standards. They believed in the gifts of the Spirit. Perhaps his heretical sect led many to discount and distrust the idea of the gifts of the Spirit and due to false prophets and berating peer pressure by so called "Xers", the last bastions of those that still believed on the gifts gave away to Central (Roman) authority and a more rigid liturgical method of church.
The gifts have been misused today. We have false prophets all creeping up from within the Pentecostal/Charismatic ranks. Many Xers rail against Pentecostals and Charismatics. It's not hard to see a repeat of history here

Apostolic is defined on AFF as:
- There is One God. This one God reveals Himself distinctly as Father, Son and Holy Ghost.
- The Son is God himself in a human form or "God manifested in the flesh" (1Tim 3:16)
- Every sinner must repent of their sins.
- That Jesus name baptism is the only biblical mode of water baptism.
- That the Holy Ghost is for today and is received by faith with the initial evidence of speaking in tongues.
- The saint will go on to strive to live a holy life, pleasing to God.
