Oh yeah, I've never been in a 15% church, but I know of a big one in my area that preached the 15%, because after all, God said wherein have you robbed me? In tithes AND OFFERINGS. Thus 10% is necessary, but "air conditioning, electricity, and a building" are all extras and thus require "offerings" above and beyond the tithe, so the logic goes. Furthermore, where I have heard this preached the bar was raised for salvation, if you tithed, but didn't give offerings (anything after your tithe) you were still just as lost as non tithers.
