I think you are wanting to know if the collection is to be taken up for the saints? It is but that includes all saints. I don't think that Peter was in Jerusalem saying I'm a minister of the gospel I don't receive offerings. I think it probably was going to where their was a need. All the things I mentioned in our church operations I believe would be considered needs, but not limited to just that.
