As it relates to private religious bodies... "licensing" seems to only perpetuate divisions within the body. Instead of saying, "I am of Paul", and, "I am of Apollos.", and, "I am of Cephas."... we say, "I am of the UPCI", and, "I am of the ALJC.", and, "I am of the PAW."... etc.

Within the house churches I fellowship we do not believe in being "licensed". Gifts and callings are cognized through practice and personal experience. Elders are spiritual shepherds and mentors recognized within the body... not CEOs or rulers.
