In ratifying the Constitution, each of the original 13 States bypassed even their own State governments and allowed the people to decide. The people elected special delegates for a convention to decide on ratification. The founders understood that the people in each State, and not their State governments, were the sovereigns. Nothing has changed, the people are still the sovereigns. The sovereign people of the State of Texas can call for such a convention to dissolve its ties with the USA.
