Intentionally disrespects the cops to get attention, then gets mad when it happens. It doesn't matter if it's legal or not, it's nothing more than an attempt to get attention.
Both sides were in the wrong here, though (I'm not referring to law, I'm talking about ethics).
The bozo in the car shouldn't have tried to make the cops mad, and the cops should have had a thicker skin about it, and just let it be.
