Not always. My issue is this. If your assembly doesn't have a standard on it, and you want to dye your hair, do it.
It is between you and God. I don't agree with it, I think it is vanity. But I do have a BIG problem, when a lady is part of a specific assembly that holds to the belief of not dying the hair, and the women just go off and do what they want to anyways.
In my church, anyone who is in "ministry" of any kind (including the choir) has to sign a paper stating that they agree with specific standards, and as representatives of the church, will uphold them. MANY of the women in my church have taken to dying their hair, despite what they agreed to. One particular lady dyes it so much, that her hair is brittle and looks like straw, and every other month is a different shade of her choice color, and she LIES and says she doesn't dye her hair.
It is fake. Do what you are going to do, but don't be a FAKE.
