There are times and places in scripture where God sent floods and famines, where He commanded the sun NOT to shine, where pestilence and blessing both was poured out on people.
God has the ultimate control. He is sovereign. And if for some reason it pleased Him or suited His purpose for a typhoon to blow into Vancouver, it would be done.
We know that there are weather "systems" that make weather what it is in different parts of the world; that and geographical location dictates weather as well.
But there is no doubt that God can
"tip the water jars of heaven" (love that metaphor
) when and if He chooses and for a reason and purpose we may never know or understand.
