Yes because Jesus says a man must be born again of the water and of the Spirit. 1peter 3:21 explicitly declares water to be baptism. "by the resurrection in 1 peter 3:21 is like romans where is says if the same spirit that dwelt in christ dwell in you that same spirit shall quicken your mortal bodies. The Spirit A.K.A. Jesus is the resurrection and the life. Christ told peter what he bound on earth would be bound in heaven and what he loosed on earth would be loosed in heaven.
Acts 2:38 is forever bound in heaven and in contrast rituals of the law are forever loosed through grace.
