It may not be inflation of totals per se.

As I stated it depends on how the numbers are achieved. How do you think the numbers should be gathered?

I dare say total constituency of most any organization is not the same thing as average attendance. In the case of some (Non-UPC) the numbers are multiple times higher than average attendance.
