I misspoke. In fact it isn't the Taliban that is at pre 9/11 strength. It's Al-qaeda! My mistake is noted and corrected.

Just to be clear though, we have clearly failed in the War on Terror due to the error of GWB's judgment in invading Iraq despite DB's claims to the contrary. According to a report this fall from this countries 16 intelligence agencies, Al-qaeda has "re-organized to pre 9/11 strength". http://www.csmonitor.com/2007/0718/p99s01-duts.html

It's now clear that due to the decisions this administration made, we have allowed the sect of al-qaeda that killed almost 3,000 people on our soil to re-organize and continue plotting for another major attack in this country. While allowing that to happen, we've spent the last 5 years, invading a country that had no past ties to al-qaeda and was no immediate threat to our interests. Those are the facts.

As far as the Taliban goes, you're correct they are not at pre-9/11 strength. However, they have been resurgent due to our absence at finishing the enemy off in Afghanistan, while we took the Iraq diversion.
