In any church no matter how large or small for that matter you have a core group of workers .... then you have a group that will help the core group when/if asked. Then you have those who come faithfully to church but don't get involved at all. Then you have those who come to church sporadically.
The core group is a very small percentage of the whole. 10% is probably about right.
