It is not far from 10% usually.

I know of a church that had near 2000 in attendance last week. They did have 200 involved in outreach through the week.

Seems 200 divided by 2000 is on target to Keith's illustration.
It seems you are limiting involvement to outreach only. I do believe in most churches that the percentage of folks "involved" in the church exceeds 10%.

This whole thing will be somewhat ambiguous because it will be near impossible to single out every factor and come to a reasonbale singular conclusion on each oissue.

I do think we would all agree that the church must work harder to involve more of the body in the ministry of/to the body.
