This has caused me to question what it really means when someone is a "ghost writer" for someone else. Does this mean they actually write the book for someone else? Would this not be deceptive for someone to publish a book as if they had written it, when in fact someone else wrote it?

Almost all big time writers use Ghost writers. The writer will normally make an outline, submit stories and such, then the Ghost writers will normally put it together.
