Is it ambiguous because the House was not near the point of presenting a strong working copy to the general public before the recess?
Who's to say that this was not the plan of some in the GOP the whole time-- in a way to make sure the President fails?
Regardless, it is that ambiguity that gives credence to the bed-wetting.
However, beds would not be wet right now if it wasn't for some GOP folks purposely stirring the pot and making this national issue and muddy and murky as possible.
