According to snopes.com (an Internet site-

At this same time his mother was doing anthropological field work in Indonesia and BHO was living with his grandmother in Hawaii and attending High School there.
Since his mother was in Indonesia, it only makes sense that the burden for getting a SSN for Barack would have fallen on his natural father in the states. This would explain the apparent fact that BHO's SSN falls into a sequence associated with the state of Connecticut. The return address on the application would have been from CT.
