Sometimes. But if I put a pendant on a ribbon or even just wore a ribbon choker it might be considered a necklace. A tie or scarf is considered functional.

ornamentation/jewelry worn on the body is wrong but is OK if worn in the hair or on clothing? I remember one Pentecostal girl in our high school who was not allowed to buy a class ring but was allowed to buy the design/setting as a pin to wear on her clothing.

The weirdest thing to me is that all of this stems from "not the wearing of GOLD, pearls...". It doesn't say plastic, silver, tungsten, or even rubies or diamonds. Just gold and pearls. How do we get "no necklaces or bracelets or rings" out of that, even if we take it to the furthest literal extreme?
