Actually, these were rather standard laws prior to 1819.

Our Founders and early American lawmakers knew all too well the potential dangers of unregulated corporate power. Remember, they had to deal with the corporations loyal to the crown. With the advent of corporate personhood, these protections were systematically thrown out the window. Now corporations have more power in politics than the voter. The voter is seen as just an object to trick and manipulate to get into office. Once there, they serve their corporate constituents, and only turn to serve the people when an issue becomes so big they have to act or risk something that can come back on them to prevent them from being re-elected.

Today, America is the best republican democracy money can buy.
