Imo, A nation can be a kingdom. There were 2 nations in Rebecca's womb, Edom and Israel. These nations were also called kingdoms when they were ruled by a king.

A kingdom is a type of government, also whatever is under the jurisdiction of a king. A nation is a people with a common ancestry and culture. A nation can be a kingdom, can have a kingdom, and can have THE kingdom.
I interpret Matt 21:48 to mean the kingdom of God would be taken from Judea, and given to a nation bearing the fruits of it, just like he said.
Romans 10: Paul is quoting the Second Song of Moses in
Deuteronomy 32. There is no specific nation in mind, God is saying if his people are disobedient he will use heathen nations to vex them.
