Then he appointed men to lead...It seems rather than Pastoral is was more he was the leader of an organization...

Pastoral authority, as we know it, is an aberration. There is a genuine authority and thankfully the body of Christ is slowly but surely coming around full circle to the truth again. Respect to true authority cannot be demanded but will indeed be granted by those honest hearts who encounter it. An assumed or false authority will always become defensive when threatened.
