One of the problems with the substitute shortage, which they did not mention in the article, is the fact that many states now require substitutes to have at least a 2-year university degree. This eliminates a lot of people who could and would substitute. Our local ISD does not require substitutes to have a degree (I think because of it being a rural area, not sure why on that), but the ISD in a different state just a few miles from us does require a 2-year degree for substitutes, and they pay a lot more as well. So there is a give and take, I guess.
