"He that believes AND is baptized SHALL BE saved."
The prerequisite to baptism is repentance, which is: faith that there is a God; that that God is Holy; that man is a sinner; that the wages of sin is death; that due to owing the penalty of death for sin, man cannot redeem himself without first paying the penalty of death; only a FREE man, without sin, can redeem sinful man; no man can repent of his own volition, but must be called of God.
A man who has repented and been freed from sin (has been redeemed by a FREE man), and has been received by Jesus Christ having received the Gift of God's Holy Spirit, has authority to INVOKE the NAME of Jesus Christ over a repentant soul, "...for the remission of sins...", and who in turn will also receive the Holy Spirit.
Repenting and obeying baptism in the NAME of Jesus Christ for the REMISSION of sins is man OFFERING himself to God; while receiving the Holy Spirit is God RECEIVING man to Himself!
