Because AFF is an open forum (anyone can read. but only members can post)NFS is like prisoners held on Alcatraz, they could see San Francisco (read posts), but were held prisoner from participating (posting). Poor guy.

When you get banned your IP address gets blocked. Unless he changes it he won't be able to see AFF.

Banning doesn't block the IP address. It blocks the person from using the screen name. People have been banned here and have gone and created a new screen name and posted again.
If banning blocked IPs, other people would get unnecessarily blocked unless the person had an unchanging IP.

Perma banning a username does little except to remove a screen name from a posters rotation. Perma banning an IP never works because a person can come back through a different IP. Perma banning both an IP and alias doesn't work because the poster can make a new alias and come in on a different IP.
The threat of a perma ban is probably more effective than actually trying to perma ban someone.
