I think this may have something to do with it. Look at current events where Europe has the european union of 25 countries. They are considered to be one of Ten Regions on the Earth divided by the Club of Rome. So Rome likewise has plenty to do with this also.

....and consider that this country's laws are unique but were strikingly similar to Ancient Rome.

Most people I know assume it is a man. I have other ideas after studying the symbolic language in Revelation, studying history and seeing current events.

What do some of you fine folks think the Beast of Revelation is?

The beast in Chapter 17 is ten countries under the influence of the power of one man which is the man of sin,[ satan] in human form. They are believed to be the old neo-persian empire, or old roman empire which include the countries around the mediterranean sea. These countries now we know to be mostly muslim countries which are anti-christ.
In chapter 13 it is the same empire but described in more detail. This empire will be influenced by this man of sin, and he will have recognition and support from the other nations in the world. Some believed the united nations is a kind of format to this empire. The empire will consist of ten countries, the man of sin will take the power away from three of the rulers of three countries and will be the ruler in these countries.
This man will form an alliance with the world governments and these muslim countries and turn against Christianity and the the nation of Israel.
There are other views in regard to this but most of them are close in predictions.

Beast - Revived Caliphate
Antichrist - 12th Imam (Al Mahdi)
False Prophet - Isis (false Islamic Jesus)
Harlot - Compromising Israel (or compromising church)

Many had believed for years that the woman on the beast is the catholic church and other false religions in the world that profess Christianity. However not everyone shares that opinion. The lady on the beast is a representation of a apostate church or religion. Placing the emphasis of the scriptures which speak concerning end times and the spirit of anti-christ, and having in knowledge all the numbered Muslims in that region, that are the anti-christ of this modern time, then some may change their thinking on the former things.
One thing for certain in end time prophecy is this. The devil will turn on Jerusalem and the Jewish people and will destroy half of the city and it's inhabitants. They will flee to the south into the valley and it will be there that the final battle is fought. it is said the armies of the world shall gather there, however that could mean at the time it was written the world as they knew it which is just that area around the Mediterranean sea.

The beast of the sea is a demonic spirit that will inhabit the body of the 'man of lawlessness'.

We saw this demon spirit in Hitler during WW2 and we will see it again in this generation. But this time Satan will give this spirit his power, and his seat and he will be given authority over all nations.

Rev. 13:7-8

7 It was granted to him to make war with the saints and to overcome them. And authority was given him over every tribe, tongue, and nation. 8 All who dwell on the earth will worship him, whose names have not been written in the Book of Life of the Lamb slain from the foundation of the world.

Rev. 17:11

11 The beast that was, and is not, is himself also the eighth, and is of the seven, and is going to perdition.

Um, I highly suspect this characterization, even though (or because) it is the common one, and will just say that I'm pretty sure "official" Christendom, currently seated in the U.S. (arguably), and Israel, the nation, if you'll allow them their proper place here as "world governments," will more properly fit their role in this...battle. I'm not saying that Israel and Ishmael won't fight, lol, certainly, but that this makes Revelations into a war of nations, which I am sure it is not. Satan is in control of your and every earthly government already, yes?
