Paul writing to Titus in 1:12 quotes a prophet of the circumcision speaking of the Cretians being liars, evil beasts, slow bellies. vs 13 Paul says this witness is true...
does this make the "prophet" in this case inspired because he was quoted by Paul? I would say definitely not. But I would say because Paul used it to address Titus I believe Paul was inspired to write it.
