I see. I haven't priced a new one, so I don't know what they retail for. I do know that program cars sell for a lot less than the new ones.

Thats a 7000 dollar difference.....unreasonable? Well if you are the buyer it's very reasonable...unless the owner is a great great great friend of yours or you have kidnapped his daughter...I doubt the owner will think it's reasonable
The price on my car was pre-negotiated by AAA and then the car had a 2000 cashback incentive which was uped another 500 while I was there. I was happy

Buying new means you lose money just driving it off the lot. That doesn't make practical sense to me. We buy used.

btw, I have done alot of shopping online and reading reviews on alot of cars. I read the consumer reports and reviews.

You should have said you were dealing on a used car to start with. For all practical purposes a program car does not have a "sticker". You can look at what was it's sticker when it was new but it is used.
Now fourteen grand for a used Impala that listed new for $21,000 I can see as being within reason! Back in 2000 I paid about ten grand for a Taurus that listed for probably $18000 new. It was a one year old program car with about
12,000 miles on it.
I also paid $25,000 for a one year old 2004 Lincoln Town Car that listed for $42,000 new.
How many miles does this program Impala have on it?

I personally don't think ANY offer is unreasonable... if that is what you want to pay..
I recently purchased a 96 Honda Accord (102,000 Miles.Just broke in for a Honda).. the lady wanted 4600.00 I offered 3600.00 Cash and she sold me the car...
It's not a question to me of what the car is worth.. It is what do I as a consumer want to pay...
I purchased in 2005 a Avalanche fresh off the trailer ...sticker price 36,500.. I purchased the truck for 24,300... It didn't matter what they were asking..
It's what I wanted to pay..
I think that is true freedom.. If they don't give you the deal... simply thank them and walk away..
