Actually, I think he compared the bad part of hades to a jail where people are held until their trial and then are sentenced. The trial would be like the Great White Throne judgment and the sentence for the wicked would be the lake of fire or gehenna.
I sure don't claim to be an expert on this. There's stuff about it I don't quite understand.

I never heard Norris' studies before but earlier in my ministry I came to the exact same conclusions in study.
