Each district handles new churches and relocations according to the manual. The manual states a church cannot be relocated without District approval. This is not always followed. New church locationsa re decided by the Districe based upon several factors.

In other words, the Metro areas created their own rules. I see in the IBC Perspectives some ads for one Metro area. I actually thought the idea died. Then again, our official organ no longer offers news much anymore.
