I'd say only a small percentage of pastors actually tithe or fully "participate in their district's financial plan."

You must know a differant set of preachers than I do because the ones I know all pay thier tithe.

I believe that y'all are talking about the exception rather than the norm.

Wouldn't even think of attending a church if the pastor did not pay tithes! Especially a non-tithing pastor who harps on his congregation to pay tithes!
