North Dakota obviously is a small district. If the DS pulls out of the UPC, what are the other churches going to do? Join the South Dakota or Minnesota district? There wouldn't be much point or practicality to have a district for a handful of churches. Geographically, fellowship is difficult enough without having to go farther. I don't see that the other churches in ND have many options, but to follow the DS.

I highly doubt any church in North Dakota will be advertising on TV anyway, so I don't see how this really affects them (other than the slippery slope argument).
