A question about flying

Ok I haven’t been able to find a bag that is 17x10x9.

Can I take a backpack as my personal item (must fit underneath seat) as long as it is not filled? Was thinking I could just fold the top over and it will slide underneath the seat. Or are they luggage nazis? I’m flying United out of XNA.

In my experience if it will fit neatly under the seat in front they are not ruler nazis. Spirit might be an exception. Regular soft backpacks and soft carry bags that are not overstuffed will generally work fine. The real small wheelie luggage bags too. Real small, not overhead rack.
