Coksiw gave a pretty good answer. I'd like to add this:
Acts 13:1 KJV
Now there were in the church that was at Antioch certain prophets and teachers; as Barnabas, and Simeon that was called Niger, and Lucius of Cyrene, and Manaen, which had been brought up with Herod the tetrarch, and Saul.
This verse was already mentioned by Coksiw, but notice Barnabas, Simeon, Lucius, and Manaen are called "prophets and teachers".
Acts 14:14 KJV
Which when the apostles, Barnabas and Paul, heard of , they rent their clothes, and ran in among the people, crying out,
Here Barnabas and Paul are called "apostles". Barnabas was one of the "prophets and teachers" at Antioch, and became an "apostle" when he got involved in the church planting ministry with Paul.
1 Peter 5:1 KJV
The elders which are among you I exhort, who am also an elder, and a witness of the sufferings of Christ, and also a partaker of the glory that shall be revealed:
Here, the apostle Peter is an elder.
2 John 1:1 KJV
The elder unto the elect lady and her children, whom I love in the truth; and not I only, but also all they that have known the truth;
Here the apostle John is an elder.
Acts 20:17 KJV
And from Miletus he sent to Ephesus, and called the elders of the church.
Paul called the elders of the church together. Notice, plural elders, of the church of Ephesus.
Acts 20:28 KJV
Take heed therefore unto yourselves, and to all the flock, over the which the Holy Ghost hath made you overseers, to feed the church of God, which he hath purchased with his own blood.
The elders are overseers. Plural overseers in the Ephesian church.
1 Peter 5:1-2 KJV
The elders which are among you I exhort, who am also an elder, and a witness of the sufferings of Christ, and also a partaker of the glory that shall be revealed: [2] Feed the flock of God which is among you, taking the oversight thereof , not by constraint, but willingly; not for filthy lucre, but of a ready mind;
The elders have the oversight of the church, thus they are the overseers of the church.
1 Timothy 3:1 KJV
This is a true saying, If a man desire the office of a bishop, he desireth a good work.
The word bishop is episkopos, and means overseer. It is the same word in the previous verses translated overseers. So the bishops are the elders are the overseers. Plural, in one church.
The role of apostle, prophet, evangelist, pastor/teacher, is based on what a person actually does, through the Spirit, in the church. The role of elder/bishop/overseer is an office of oversight or superintendence in the assembly. Apostle, prophet, evangelist, teacher are terms describing what a person does, overseer/bishop/elder is an office in the church. An overseer may be an apostle, or a teacher, or prophet, or so on. But just because one is an
Ephesians 4:11 ministry doesn't mean they are automatically an overseer/elder.
