I think you are stretching concepts to set a separation that doesn't exist. When the word "saints" is in the same context as "elders" is not to set a strict separation, but a role separation.
I grabbed this phrase from the internet: things that people say:
"Generally, the president replies to messages with a default letter thanking citizens for taking the time to write".
"Zambian president & citizens mourn death of 22-year-old"
"President salutes citizens".
Isn't the president also a citizen?
