CBD isn't Hemp. It's a chemical found in both Indica and Sativa strains of cannabis. The balance between TCH and CBDs can be engineered by growers in the production of various strains of the plant, some having more or less of one or the other. In addition, medical cannabis typically has little to no THC and is high in CBDs. Those medical strains that do have increased THC are used primarily for pain management and come from the Indica strain which is also naturally higher in CBDs.
CBD oils can be ingested medically in proper dosage as an oil, used topically in creams with other natural compounds, taken through vapor, or put into edible form. They aren't always smoked. Over the counter CBD oils don't always have the proper concentration to address more serious health issues.
Cannabis isn't a magic bullet. There are side effects to medical cannabis, just as there are any medication. However, the individual must weigh these things for themselves. For those who suffer from insomnia, PTSD, chronic pain, Parkinson's, MS, or any other serious conditions, the side effects of medical cannabis are often of less concern than the side effects of most prescription medications or living with the symptoms of their conditions. It's typically a trade off for some measure of relief after all known measures have failed. Certainly more research should be welcomed and encouraged.
