This seems odd to me that a pastor would have an evangelist and not know this? Call me doubting Steve. The pastors I know have more knowledge of who they preach than this.

No, it is not sin, it is just a human thing to do, to focus on the outward appearance. But this type of focus help folks to be eternal spiritual infants, depending on the pastor as spiritual mother. That says to the adults, you can't determine what is right and wrong let me tell you how to do it. We see it in the parents that do everything for their children, as result the child is stunted in their maturity and growth. The parents are saying to the child every time they do what the child should be doing for themselves, "Here let me do that for you, you don't know how to do it." And when the child finally breaks out, it will likely be in rebellion and dislike for the parents. Of course, there is balance, parents are necessary and very important in a child's life, but to treat adults like children is very destructive.

I could understand this maybe 50 years ago when communication was limited? But to fly a preacher in and have no more knowledge than this? I would not use a preacher that he or his wife wore rings.

I have not heard anyone say that beards are offensive to God, but they are to some people. Many in civil society disdain an unkept appearance so it is quite possible that a beard would be a hamper to one’s witness among certain people groups. I have never heard of anyone that was alarmed at a clean shaven face.
Timothy was a young man when Paul circumcised him. It is very clear that Paul circumcised him because of Jews that were in the region they were going to. Paul did not believe that circumcision was offensive to God but knew that it would be offensive to some people, therefore he as Timothy’s elder REQUIRED that he be circumcised to utilize his efforts in their current missionary endeavor.
That said, would you rather be required to be circumcised as a young man or be required to shave. If Timothy was willing to submit to the knife of most likely a very painful circumcision, just to maintain the respect of the Jews, then why is it so difficult for some just to shave if they wish to maintain fellowship with the larger conservative Apostolic Movement.
Speaking as a young man, I think I would make an issue out circumcision way before I would out of shaving.
Every time I have to shave overtop of razorburn before heading to church, I just remind myself "It could be worse!"
