Yes, it was Peter's job to open the doors of the Church first to the Jews (which He did in
Acts 2), then to the Samaritans (which he did in
Acts 8), and finally to the Gentiles (which he did in
Acts 10). As for the binding and loosing, I'm not sure that has to do specifically with opening the doors to the Church.
