Yes in great detail, regarding who should tithe, who was exempt, what was a tithe, what not to tithe...etc.

The law did not create or impose the tithe, which had preexisted for 400 or 500 years. The law simply regulated the tithe. Or, as you said, "went into great detail regarding who should tithe, who was exempt, what was a tithe, what not to tithe...etc."
