If the menu and items offered go much beyond the hotdog then you get into health dept. regs etc.
A cart can do good business from 10 until closing time around bars/clubs. A downtown setting is best. People bar hopping will stop but you should keep the same location. Forget setting up before 10 p.m. as most offer some type of food until 9 p.m. People will walk outside for a dog or polish.
It's dangerous at night but a busy bar offers good lighting, lots of foot traffic and the owners will help keep an eye out for you. You are good for their business as they are for you.
Vienna Beef, Best's Kosher Beef, or Nathan's are the best, especially if served Chicago style.
A good location for lunch is around a busy courthouse.
