Did the Spirit contradict itself? Acts 21

I had a friend pose this question to me, and I'm wondering what your thoughts are on this apparent contradiction of the spirit in Acts.

Here is her emailed question to me:

Why was Paul determined to go to Jerusalem when in Act 21 the SPIRIT told him not to?

Acts 21:4 And finding disciples, we tarried there seven days: who said to Paul through the Spirit, that he should not go up to Jerusalem.


Then later in that same chapter you see Agabus showing Paul what was going to happen to him in Jerusalem, and the other disciples there who still did not feel he should go.

Acts 21:11
11 And when he was come unto us, he took Paul's girdle, and bound his own hands and feet, and said, Thus saith the Holy Ghost, So shall the Jews at Jerusalem bind the man that owneth this girdle, and shall deliver him into the hands of the Gentiles. 12 And when we heard these things, both we, and they of that place, besought him not to go up to Jerusalem. 13 Then Paul answered, What mean ye to weep and to break mine heart? for I am ready not to be bound only, but also to die at Jerusalem for the name of the Lord Jesus. 14 And when he would not be persuaded, we ceased, saying, The will of the Lord be done."


Of note... Paul listened in this scripture passage below, but not in the Acts 21 setting:

Acts 16:7 After they were come to Mysia, they assayed to go into Bithynia: but the Spirit suffered them not. 16:8 And they passing by Mysia came down to Troas.

The question again asked is: Why was Paul determined to go to Jerusalem when in Act 21 the SPIRIT told him not to? Did the spirit contradict itself? Did Paul disobey the Spirit in this case?

Just asking the questions my friend asked, and why this obvious contradiction of the spirit.
