I agree 100% with that statement. You can be “holy” on the outside and have a rotten spirit... can’t have the opposite though.

I've heard it from a few different people. Usually, but not always, it's said by someone who was raised in a holiness church, once lived holiness, but has backslid sitting on a church pew under the supervision of a pastor(s) that don't preach nor (in some cases) live holiness anymore. They've allowed themselves to become lukewarm and, in turn, they've relaxed Biblical and pastoral standards and personal convictions to "fit" their new lifestyle.

They don't always see their new lifestyle, attire, behavior, attitude, or company to be wrong. They will generally view any church, pastor, individual or anything living or preaching holiness as legalistic and bound to tradition or the law that the grace they claim covers and opens them to dress and live practically as they wish.

The people I've heard say such certainly know better. The aren't knew to this faith, but have simply decided --- for what ever reason --- that they don't want it any longer. They'll say holiness "is more than what's in your closet" or "it's a lifestyle, not a dress code".

And they're right. To a degree.

Holiness is more than what's on your back, but it requires a certain Biblical modesty for both men and women. It's not gender-biased. It's not legalistic. It's holiness. To have genuine inner holiness, it's going to show up on the outward. The two coexist, but can't possibly exist without the other.
