My thoughts exactly.
Headquarters allows local-level decision making on this, and people find fault... now we hear that local "fiefdoms" are being created.
If HQ had retained the decision making ability to themselves, people would have complained that they didn't allow the local districts to decide this.
*sigh*
Thats why in life you just have to just do what you think is best, because there's always going to be someone who can find fault with whatever decision you make.
