Well it seems like the article you've posted is asserting that it is NOT a global tax, but only a bill expressing America's commitment to help reduce global poverty:

A nice-sounding bill called the "Global Poverty Act," sponsored by Democratic presidential candidate and Senator Barack Obama, is up for a Senate vote on Thursday and could result in the imposition of a global tax on the United States. The bill, which has the support of many liberal religious groups, makes levels of U.S. foreign aid spending subservient to the dictates of the United Nations.
Senator Joe Biden, chairman of the Senate Foreign Relations Committee, has not endorsed either Senator Barack Obama or Hillary Clinton in the presidential race. But on Thursday, February 14, he is trying to rush Obama's "Global Poverty Act" (S.2433) through his committee. The legislation would commit the U.S. to spending 0.7 percent of gross national product on foreign aid, which amounts to a phenomenal 13-year total of $845 billion over and above what the U.S. already spends.

As if the US tax payers....ie NOT those with a LOT of money...are not burdened enough already. And yet more and more Democrats are moving from Clinton's camp to his. I said it already, Obama is way way to liberal

BTW it was discovered recently that when the UN asked for MORE money to help nations with spireling food prices that they actually had a huge surplus of money that was well beyond what THEY reported

Notice, It doesnt say 0.7 % of net tax revenues... but 0.7% of America's GROSS NATIONAL PRODUCT!! Thats just crazy!
Not to mention that Obama wants to increase taxes.

Our tax dollars are going to be spent on something. Sometimes we don't know the fine print. Is this a tax policy that will require an additional tax? Often what we see is a tax is cut in one area to facilitate additional tax funding in another. For you the tax payer it's transparent. For example there were bills increasing tax funding for the war. You didn't see your taxes increase. What they did was cut funding to various programs and routed the funds to the war effort. It was transparent to you and me. What I read about the global poverty tax is that it essentially allocates more funding to poverty relief efforts globally. Nothing is said of increasing your taxes perse. Most likely they'll cut funding to some other international program we contribute to meet the allocated tax contribution of the bill. I'd like to read the bill.
Regardless, I don't see it happening anyway.
