What role should the Old Testament play in the ethics of a new covenant believer ?

Not at all. None of the believers in the New Testament owned a New Testament. all they had was the OT. Paul didn't have a written NT to go by. Abraham didn't have the Mosaic laws.

What is the figure ? Perhaps someone might know,I think it's like 80 percent of the NT. is direct quotations of the OT. or something like that ?
