Should we view true prophecy or foreknowledge as a statement of how things must happen or as a statement of how things will happen? Is there ever a difference in these two concepts?

Prophecy is technically inspired speaking. PREDICTIVE prophecy is about the future. Technically.

But in light of your question,I think what is foretold in scripture is what MUST happen,and things that WILL happen are not much of God's concern. God is concerned with the advancement of His will. I think prophecy reflects that.

But to add another another option, as in other cases, what is God's will to happen that may not necessarily happen (SOME non-scriptural prophecies uttered forth).

I think there is a difference between the concepts of must happen and will happen. Of course in one sense what will happen must happen. That cannot be denied. But in another sense, what will happen was never set in stone even if foreknown and therefore it's not something that must happen as much as it's something which just happens the same as everything else.

This is starting to sound like who is on first base and what is on second.
