View Full Version : Radical Muslim paramilitary compound flourishes in upper New York state

Situated within a dense forest at the foothills of the Catskill Mountains on the outskirts of Hancock, New York, Islamberg is not an ideal place for a summer vacation unless, of course, you are an exponent of the Jihad or a fan of Osama bin Laden.

The 70 acre complex is surrounded with "No trespassing" signs; the rocky terrain is infested with rattlesnakes; and the woods are home to black bears, coyotes, wolves, and a few bobcats.

The entrance to the community is at the bottom of a very steep hill that is difficult to navigate even on a bright sunny day in May. The road, dubbed Muslim Lane, is unpaved and marred by deep crevices that have been created by torrential downpours. On a wintry day, few, save those with all terrain vehicles, could venture forth from the remote encampment.

A sentry post has been established at the base of the hill.
The sentry, at the time of this visit, is an African American dressed in Islamic garb - - a skull cap, a prayer shawl, and a loose fitting shalwat kameez. He instructs us to turn around and leave. "Our community is not open to visitors," he says.

Behind the sentry and across a small stream stand dozens of inhabitants of the compound - - the men wearing skull caps and loose fitting tunics, the women in full burqa. They appear ready to deal with any unauthorized intruders.

The place is even off limits to the local undertaker who says that he has delivered bodies to the complex but has never been granted entrance. "They come and take the bodies from my hearse. They won't allow me to get past the sentry post. They say that they want to prepare the bodies for burial. But I never get the bodies back. I don't know what's going on there but I don't think it's legal."

On the other side of the hill where few dare to go is a tiny village replete with a make-shift learning center (dubbed the "International Quranic Open University"); a trailer converted into a Laundromat; a small, green community center; a small and rather squalid grocery store; a newly constructed majid; over forty clapboard homes; and scores of additional trailers.

It is home to hundreds - - all in Islamic attire, and all African-Americans. Most drive late model SUVs with license plates from Pennsylvania, New Jersey, New York, Ohio, South Carolina, and Tennessee. The locals say that some work as tollbooth operators for the New York State Thruway, while others are employed at a credit card processing center that maintains confidential financial records.

While buzzing with activity during the week, the place becomes a virtual hive on weekends. The guest includes arrivals from the inner cities of New York, New Jersey, and Pennsylvania and, occasionally, white-robed dignitaries in Ray-Bans from the Middle East.

Venturing into the complex last summer, Douglas Hagmann, an intrepid investigator and director of the Northeast Intelligence Service, came upon a military training area at the eastern perimeter of the property. The area was equipped with ropes hanging from tall trees, wooden fences for scaling, a make-shift obstacle course, and a firing range. Hagmann said that the range appeared to have been in regular use.

Islamberg is not as benign as a Buddhist monastery or a Carmelite convent. Nearly every weekend, neighbors hear sounds of gunfire. Some, including a combat veteran of the Vietnam War, have heard the bang of small explosives. None of the neighbors wished to be identified for fear of "retaliation." "We don't even dare to slow down when we drive by," one resident said. "They own the mountain and they know it and there is nothing we can do about it but move, and we can't even do that. Who wants to buy a property near that?"

The complex serves to scare the bejeesus out of the local residents. "If you go there, you better wear body armor," a customer at the Circle E Diner in Hancock said. "They have armed guards and if they shoot you, nobody will find your body."

At Cousins, a watering hole in nearby Deposit, a barfly, who didn't wish to be identified, said: "The place is dangerous. You can hear gunfire up there. I can't understand why the FBI won't shut it down."

Islamberg is a branch of Muslims of the Americas Inc., a tax-exempt organization formed in 1980 by Pakistani cleric Sheikh Mubarak Ali Gilani, who refers to himself as "the sixth Sultan Ul Faqr," Gilani, has been directly linked by court documents to Jamaat ul-Fuqra or "community of the impoverished," an organization that seeks to "purify" Islam through violence.

Though primarily based in Lahore, Pakistan, Jamaat ul-Fuqra has operational headquarters in New York and openly recruits through various social service organizations in the U.S., including the prison system. Members live in hamaats or compounds, such as Islamberg, where they agree to abide by the laws of Jamaat ul-Fuqra, which are considered to be above local, state and federal authority. Additional hamaats have been established in Hyattsville, Maryland; Red House, Virginia; Falls Church, Virginia; Macon, Georgia; York, South Carolina; Dover, Tennessee; Buena Vista, Colorado; Talihina, Oklahoma; Tulane Country, California; Commerce, California; and Onalaska, Washington. Others are being built, including an expansive facility in Sherman, Pennsylvania.

Before becoming a citizen of Islamberg or any of the other Fuqra compounds, the recruits - - primarily inner city black men who became converts in prison - - are compelled to sign an oath that reads: "I shall always hear and obey, and whenever given the command, I shall readily fight for Allah's sake."

In the past, thousands of members of the U.S. branches of Jamaat ul-Fuqra traveled to Pakistan for paramilitary training, but encampments, such as Islamberg, are now capable of providing book-camp training so raw recruits are no longer required to travel abroad amidst the increased scrutiny of post 9/11.

Over the years, numerous members of Jamaat ul-Fuqra have been convicted in US courts of such crimes as conspiracy to commit murder, firebombing, gun smuggling, and workers' compensation fraud. Others remain leading suspects in criminal cases throughout the country, including ten unsolved assassinations and seventeen fire-bombings between 1979 and 1990.

The criminal charges against the group and the criminal convictions are not things of the past. In 2001, a resident of a California compound was charged with first-degree murder in the shooting of a sheriff's deputy; another was charged with gun-smuggling' and twenty-four members of the Red House community were convicted of firearms violations.

By 2004 federal investigators uncovered evidence that linked both the DC "sniper killer" John Allen Muhammed and "Shoe Bomber" Richard Reid to the group and reports surfaced that Wall Street Journal reporter Daniel Pearl was captured and beheaded in the process of attempting to obtain an interview with Sheikh Gilani in Pakistan.

Even though Jamaat ul-Fuqra has been involved in terror attacks and sundry criminal activities, recruited thousands of members from federal and state penal systems, and appears to be operating paramilitary facilities for militant Muslims, it remains to be placed on the official US Terror Watch List. On the contrary, it continues to operate, flourish, and expand as a legitimate nonprofit, tax-deductible charity.

It's interesting that this wasn't reported by a real media source.

Of course, if this thing is real then I suspect the government won't do anything about it because it isn't a group that claimed to be Christian like the Branch Davidians in Waco, Texas back in the 1990s.

if this is not being reported by major news outlets, I wonder if that is because the government does not want it reported? the idea there being so long as these people think they are under the radar, it will be more easy for the FBI to track?

Define "real media source" and maybe it is more interesting than you know that so called real (Im assuming you believe them to be reliable) media sources did not report on them

Over twenty years ago, our Imam, Al Sheik Mubarik Ali Shah Jilani Hashimi, inspired our Jamaat to extricate ourselves out of the crime infested cities and pool our resources to purchase land where we could build our own Muslim villages. We in fact made Hijra for ALLAH's sake that we might practice our Deen in letter and spirit. ALLAH the most high knows the sacrifices and loss, the hardship and suffering endured in the move from Dar ul Harb to Dar ul Islam.

Now over a generation later, Islamberg is a healthy, struggling Muslim community of over forty families, with it's own newspaper, summer camp for muslim youth, grocery store, laundromat, and bakery.

Currently, we (residentsof Islamberg) are struggling to complete the building of our Masjid. Al Hamdulillah, ALLAH the most High has blessed us with the man power and the expertise to construct our house of worship. What we are lacking however, are the resources to purchase more materials and supplies to complete the project construction.

Al Hamdulillah, Salaat has been established, but as the weather becomes colder, immediatedly needed are supplies to complete the ground floor level, insulation and interior wall/ceiling materials, and windows. At least with that done jamaat salaat can continue in a comfortable atmosphere.

Jamaat ul-Fuqra (JF) or "community of the impoverished", a terrorist outfit operating in Pakistan and North America, was formed by a Pakistani cleric, Sheikh Mubarak Ali Gilani, in New York in 1980, on his first visit to the US. Mubarak Gilani's intention in forming the outfit was to 'purify' Islam through violence.
Ideology, Leadership and Structure

The JF, in its early phase, sought to counter what is perceived as excessive Western influence on Islam. It also concluded that violence was a significant aspect in its quest to purify Islam. In its ideological moorings, the Fuqra regards as enemies of Islam all those who do not follow the tenets of Islam as laid out in the Koran, including those Muslims who they consider as heretics as well as non-Muslims. One of Gilani’s works published by the Quranic Open University in the US and seized in a 1991-investigation instructed his cadres that their foremost duty was to wage Jehad against the ‘oppressors of Muslims’. Members of the group are described as Islamist extremists with much hatred toward their ‘enemies’.


The JF is loosely structured with certain elements working openly through social service organisations to recruit members, raise money, organise activities and carry out propaganda. Individuals selected to live on JF premises agree to abide by the law and discipline of the Jamaat ul-Fuqra. Investigations by the Colorado Attorney General's Office in the 1980s indicated that the JF was composed of approximately 30 different 'Jamaats' or communities, more or less mobile in nature. Most of these 'Jamaats' are reportedly existent even today along with what investigators discerned to be several covert paramilitary training compounds, one of which had been located in a mountainous area near Buena Vista, Colorado prior to the Colorado prosecutions in the mid-1990s.


Within 10 years of its formation, Fuqra's communes in the US attracted many Muslim converts-including some of those recruited in prisons. The JF is said to comprise of some 1,000 to 3,000 members in the US. Secrecy is the hallmark of the outfit and cadres are reportedly well versed in the use of aliases. The Fuqra’s structure is well concealed behind front outfits and consists of a network of safe houses and cells. Furthermore, the JF founder as well as cadres consistently maintain that it does not exist. JF members occasionally travel abroad for ‘paramilitary and survivalist training’ under Gilani's supervision.


Sheikh Mubarak Ali Gilani, who also calls himself the sixth Sultan Ul Faqr, is the chief of JF.


Jamaat ul-Fuqra is headquartered in Hancock, New York.
Areas of Activity and Influence

Although Gilani, the reclusive chief of Fuqra resides in Lahore, Pakistan, most JF cells are located in North America. Fuqra members have purchased isolated rural properties in North America to live as a community, practice their faith, and insulate themselves from Western culture. The group has set up and funded rural communes that the US authorities allege are linked to murder, bombings and other felonies throughout the US and Canada. Currently, there are half a dozen Fuqra residential compounds in rural hamlets across the US sheltering hundreds of cadres, some of who have reportedly trained in the use of weapons and explosives in Pakistan.


Muslims of the Americas, a tax-exempt group established in the US in 1980 by Gilani, operates communes of primarily black, American-born Muslims in many states in the US, including in Binghamton in New York, Badger in California, York in South California and Red House in Virginia. JF is reportedly linked through court documents to the Muslims of Americas. There is also a road in the name of Sheikh Gilani in the vicinity of Virginia. The cult houses between 100 and 200 people, many of them women and children in about 20 huge trailers. There is also a Virginia newspaper, the Islamic Post, founded by Sheikh Gilani.



Jamaat al-Fuqra, also described as a cult, is currently the focus of a probe by US authorities for charges ranging from links with terrorist groups to laundering money into Pakistan.


In the 1980s, they carried out various terrorist acts, including numerous fire-bombings across the United States. JF’s early targets in North America were ethnic Indians and targets linked to various Indian sects. In July 1983, Stephen Paul Paster, a front ranking JF member, was responsible for planting a pipe bomb at a Portland hotel owned by followers of the Bhagwan Rajneesh cult. After his arrest in Colorado, Paster served four years of a 20-year prison sentence for the bombing.



He was suspected but not charged in two other bombings in Seattle in 1984 - the bombings of the Vedanta Society temple and the Integral Yoga Society building. Currently, Paster is reported to be based in Lahore, Pakistan, from where, intelligence sources say, he provides explosives training to Fuqra cadres.


n 1991, JF’s plans to bomb an Indian cinema and a Hindu temple near Toronto were unsuccessful. Five JF cadres were arrested at the Niagara Falls border crossing after US Customs agents searched their cars and found visual evidence and plans of the interiors of the targets and a description of time bombs. A Canadian jury convicted three American JF cadres of conspiracy to commit mischief and endanger life. A fourth suspect, who had come to Canada from Pakistan shortly before the planned bombing, fled to Pakistan after his colleagues' arrest, according to evidence presented at the trial.


In the 1990s, JF was more often than not operating under the guise of two front groups, ‘Muslims of the Americas’ and ‘Quranic Open University’. The latter portrayed itself as a religious and charitable educational institution dedicated to studying the Quran.


Gilani has reportedly admitted to receiving hundreds of thousands of dollars a year in donations from America. A large segment of JF members have been convicted of criminal acts, including murder and fraud. With the US State Department outlawing Fuqra and listing it as one of the proscribed groups in its annual reports, the activities of the outfit decreased relatively. The JF supports various terrorist groups operating in Pakistan and in the Indian State of Jammu and Kashmir. Sheikh Gilani has linkages with Islamist terrorist groups like the Hamas and Hezbollah. Although dormant in terms of real activity, JF has an active link with the terrorist groups in Pakistan and provides both moral and material assistance to these groups.


One of the persons convicted in the World Trade Center bombing in 1993 was Clement Rodney Hampton-el, a Fuqra member. JF was linked in a Congressional testimony to the planning of the 1993 World Trade Center bombing. Gilani is now in Pakistani custody for the abduction of US journalist Daniel Pearl.

Reports that Jamaat al-Fuqra (JF), an obscure Muslim group with branches in Pakistan and North America that has been linked to terrorism and crime, is making inroads into the Caribbean, especially among Afro-Caribbean Muslim converts and East Indian Muslims in nearby English-speaking Trinidad and Tobago and neighboring Guyana, raise concerns about Suriname (The Trinidad Guardian, April 8). Sheikh Mubarak Ali Shah Gilani, JF's founder and leader, is believed to have spearheaded the movement in Pakistan in the early 1980s.

Gilani also heads the International Quranic Open University (IQOU), which is affiliated with the Muslims of the Americas (http://www.iqou-moa.org). JF has been implicated in a series of murders and bomb plots targeting religious and ideological rivals in the United States and Canada. In the United States, JF is comprised primarily of African-American Muslim converts.

The group is best known for establishing a number of isolated rural communities across the United States for its members (Terrorism Monitor, August 10).

What was so striking about this thread and the article about this Muslim community was while our country has jailed, harassed and ignored the civil liberties of many innocent Muslim citizens, these folks are left to build a fortress here in our country. Who really knows the true intent of these folks? It certainly looks suspicious to me.

I cant speak for Chan, but 'real' in this case means an outlet that leads to national attention. I dont dispute the veracity of this report, nor the honesty of the outlet, but unless it draws enough attention to cause national awareness, it isnt "real" in any meaningful way.

I suspect the government won't do anything about this until they become a credible threat. They can't even come up with enough money to build themselves a meeting place, so I doubt they could come up with any funds to finance a signifigant terror attack.

Or we could just let the BATF embargo the place and hope the wackos will do a koresh....

I don't think that would be the definition of real. That is just the definition of exposed.

So THEY say....how do we know they are not merely soliciting funds to buy more weapons instead? Many Islamic charity groups raising money to fund poor muslims were really fronts to raise money for Islamic radicals to buy weapons
