The issue was that the women were being immodest and thereby dishonoring their husbands in public worship by neglecting their veils. They appeared like adulterous women and Paul wanted them to cover up. By doing so they would show their submission and honor to their husbands. Paul was requiring modesty and submission.... not setting a brand new legalistic requirement for Christian worship.

Again speculation and something not in the text! As I pointed out Paul according to my previous points might not be rebuking them as the bookend comments he makes on this do not clearly reflect that. If anything he is simply teaching at depth on the subject. As the following verse would make little sense if he was not at least admonishing in keeping traditions given to the church per the first part of the chapter

1Co 11:17 Now in giving the following instruction I do not praise you, because you come together not for the better but for the worse.

Sounds an awful lot changing tone to me from attentive teaching and admonishing to getting rebuked.

Also another interesting point I have raised to others before and is in accordance with Beisner's point.

If Paul is talking and giving reason that a woman should be covered due to headship etc... It would be a perfect sign of humble submission and humility in which she would be negating her glory of which God gave of hair by covering it for his glory. Thus in when approaching God and being used in prayer or prophecy God's glory is the focus.

If this is true then one cannot say it is only temporary local custom as the veil would be attached to the diminishing of her God given glory of long hair when being used or approaching God. This clearly seems to be the meaning or reasoning for the need of the veil/covering in the text. Thus the long hair is her God given glory which is to be diminished by divine order/headship when in the realm of spiritual activity.

John 21:7 apparently it is ok for Apostolics to fish naked.
