PO - on another thread i mentioned I was surprised Texas isn't a Constitutional carry state; I was also shocked to see the liberal state of Vermont was. Why hasn't Texas adopted the Constitutional carry law?

There are two bill in the House this year - HB1194 and HB700. Texas started moving that way with a lighter version in 2007 with the Texas Motorist Protection Act. Although, you still can't walk around with a gun without a license, it's a start and I feel it will go that way soon. Many don't like the two bills I referenced as they do require a license like the CCL.

I was directed to my state legislators office and as I figured, they don't really know. I would have had to leave a message with Gov. Perry, but didn't.

So, we will see how these bills go forward. I'll look further into that as well.

HB700 introduced recently in March 2013:

The bill would also amend Government Code to define an unconcealed handgun as a loaded or unloaded handgun carried upon the person in a shoulder or belt holster with at least dual points of resistance that is wholly or partially visible. It is assumed any costs associated with implementing the provisions of the bill could be absorbed within current appropriations. The bill would take effect on September 1, 2013.
