Yes, Ron does know that Personal Messages are not private.

They are not the same as private messages. I'm not sure how to send one.

Click on someone's user profile. You will see a place there to send a visitor message to the person if you want to.

Those are the messages that are visible to the public. As always, Private messages are private. Unless of course you send one to someone that likes to pass them around. :D
